  4.     DIED. Paul Gann, 77, crusading co-author (with Howard
  5. Jarvis) of California's tax-cutting Proposition 13; of
  6. pneumonia complicated by AIDS; in Sacramento. The Jarvis-Gann
  7. Initiative, overwhelmingly approved by California voters in
  8. 1978, cut the state's property taxes in half and inspired
  9. similar tax-revolt measures across the country. Gann developed
  10. AIDS two years ago from a blood transfusion received during
  11. heart surgery. While bearing no grudge against the donor, Gann
  12. believed that people who knowingly transmit the disease "should
  13. be tried for murder."
